Post-war Recovery of Ukraine’s Cities: Green Reconstruction and Green Transformation

All Ukrainian cities faced unprecedented challenges during the Russian aggression in 2022. Many cities have suffered significant destruction. Critical infrastructure of cities and regions was deliberately targeted by the strikes by the Russian Federation. Devastatingly large migration processes impose additional difficulties for the operation and restoration of cities.

The policy paper is devoted to problems of postwar reconstruction and urban development of Ukrainian cities as well to the key challenges for the process of planning, implementation and funding of the postwar recovery of Ukraine. The authors propose new approaches to building the cities of future in Ukraine, such as the green reconstruction and green transformation of cities in the postwar period.

The main purpose of the policy paper is to offer mechanisms and tools for postwar reconstruction and green transformation of Ukrainian cities, to analyze existing challenges and ways to overcome them, and to explore recent changes in legislation and strategic planning at the government level related to postwar reconstruction of Ukraine in the context of cities.
