Conference "Districted Heating Supply Reform: Use of Heat Pumps"

Over the past decade, the number of district heating consumers in Ukraine has halved. This has been driven by poor government policies, lack of proper maintenance, growing gas debts of district heating companies and low tariffs. This has led to critical deterioration of the networks, with heat losses of 20-30% in some places.

However, should Ukraine abandon district heating, given the number of long-term problems? The experience of EU countries proves that no. There is a way to modernise and reduce the cost of heat. What can it be for Ukraine and our communities?

During the event, we will discuss the current state of district heating, its benefits and the importance of using it. We will hear the successful experience of foreign partners from Europe and the US, learn about positive cases in Ukraine, how and what can be implemented during the war and how to scale it up.

The sessions and discussions will focus on the following topics:

  • The importance of centralised supply for the development of the Ukrainian energy sector. Its state and ways to overcome the crisis. Public policy.

  • International experience: evolution of district heating in Europe and the USA. The use of geothermal energy for district heating.

  • New approaches to enterprise development. Heat pumps in district heating systems.

  • Practical steps for the development of district heating: assistance from donors and the Government. Communities that are ready to become pilots for geothermal energy projects. Changes to the legislation.

We invite the community, representatives of relevant government agencies and utilities, journalists, business and industry experts to actively participate.

Speakers include representatives of the Ministry of Energy of Ukraine, the Ministry of Infrastructure of Ukraine, the National Energy and Utilities Regulatory Commission, the State Agency on Energy Efficiency and Energy Saving, the European Committee of the Regions, the European Geothermal Energy Council (EGEC), ReWarm Ukraine, district heating companies, representatives of Ukrainian cities and communities.
